Digital Content Development Expert (m/f)

The Belgian development agency, Enabel, implements projects as defined in the successive Cooperation Programmes negotiated between the Government of Rwanda and the Government of Belgium.  Currently, Enabel is implementing a five-year cooperation programme (2019 – 2024) with a total budget of 120 million euros in four priority sectors of development of Rwanda: health, agriculture, urbanization, and public finance management. 

In a bid to curb the Covid-19 Pandemic especially in the TVET education subsector, Enabel wants to support Rwanda Polytechnic in the development of digital content in different trades at different levels of education in TVET.

The vision of Rwanda Polytechnic (RP) is to provide a quality education that complies with applicable standards through vocational education that enables the beneficiary to acquire skills required to create jobs and compete in the labor market. Today, Quality education complies with the introduction of digital education and online learning which offer educational opportunities to engage students with dynamic learning.

Enabel in collaboration with Rwanda Polytechnic (RP) is now looking for a qualified Expert to digitalize training content of existing programs and work on the existing RP eLearning platform in terms of upgrade and usage. The combination of these would bring about a learning management system (LMS) that would cater to both open and distance learning, virtual classrooms, and remote laboratories.

Location: Based at Rwanda Polytechnic in Kigali

Duration of the contract: 24 months – local contract as per Rwandan labor law;

Expected starting date: Immediately

Salary package: From 1.844.821RWF gross salary depending on the number of years of relevant experience.

Function:

The Digital Content Development Expert will work under the direct supervision of the National Technical Assistant TVET/WPL and be jointly managed by Enabel and Rwanda Polytechnic to support with the development of the digital content of learning material.

 Responsibilities and Key deliverables:

  • Designing and developing fully accessible digital content products including AR/ VR/360-degree video accessibility for the eLearning platform.
  • Building digital content with the ease of accessibility by the trainers and trainees
  • Providing training and capacity building to the trainees regarding the access and usage of the digital content.
  • Support design & layout of presentations, webinars, & other tools
  • Converting existing training materials into digital content (digital formats) and providing guidance for access and usability.
  • Develop Digital content of existing training content into digital formats including but not limited to:
  • Creation instructional videos, audio, podcasts, animations, static simulations that models or simulate real environments and provide a general picture of the outcome.
  • Creation of Dynamic simulations that allow the interaction, model the time-varying behavior of a dynamical system.
  • Provide access to Virtual labs and remote labs for specified programs
  • Produce digital content according to the work plan and compatible with E-learning Platform (Moodle)
  • Liaising with the RP team and keep them on track of the process
  • Train faculty, students, or other user’s availability of, or changes to, online learning materials, programs, services, or applications on the RP eLearning portal.
  • Guides a team of support personnel who troubleshoot RP eLearning platform
  • Manages the data file upload and user enrolment and assists instructional faculty with the course content backups
  • Responds to personnel requests for technical support from the core team of RP eLearning champions.
  • Provides Tech Support for Online Learners in accordance with Online Program accreditation requirements.
  • Supports virtual labs, digital collaboration, and video editing tools (Microsoft Teams, Big Blue Button) and make research of any other virtual class applications that can be integrated in the RP elearning platform as an activity
  • Give capacity development to RP technical team on any development made and hence knowledge transfer to the technical team to the right capacity of taking up the systems
  • Integrate the TVET Information System with the RP eLearning platform where need be so that all students and faculty have a single sign in to access their resources.

Any other task that may be needed and relevant for the programme.

Profile:

  • Rwandan Nationality
  • Bachelor’s degree required in ICT, education-related; Master’s degree in ICT, education-related also fine.
  • 3 years of experience in the field of digital content development.
  • Record of professional development and training in emerging online learning trends, programs, and technology.
  • Demonstrate similar works done with URL references that are online.
  • The position requires excellent dependability, integrity, and confidentiality.
  • A wide degree of creativity and latitude is expected.
  • Excellent communicator and facilitator;
  • Strong interpersonal skills with a high level of integrity;
  • Good team working;
  • Ability to self-start and troubleshoot without supervision.
  • Keen learner;
  • Advanced knowledge of ICT (Word, Excel, PowerPoint, Outlook, Database);
  • Ability to work under stressful conditions with no objection to working overtime and undertaking field missions;
  • Fluent in Kinyarwanda and English. Knowledge of French will be an added advantage.
