JOB DESCRIPTION: FINANCE AND ADMINISTRATIVE MANAGER

Position Summary:
The Finance and Administrative Manager will oversee all expenditures and supervise human resource functions like payroll, hiring, and orientation. This position will oversee procurement and recruitment integrity and compliance with UCP’s procedures and funders’ requirements. The successful candidate will be the person of contact on financial, human resource, and budgetary matters. This position reports to the Executive Director.
Responsibilities:
- Work closely with Executive Director in preparation of the business plan and operational budget.
- Monitor project budgets and provide required reporting
- Ensure that the project meets donors and the government requirements relative to donors’ fund’s accountability and local law
- Ensure that appropriate operations procedures and financial record-keeping policies and practices are established and maintained
- Track and analyze all costs incurred under the project
- Prepare vouchers for cash disbursements
- Review receipts and documentation according to policies and procedures
- Prepare payroll for staff, including timesheet review for approval
- Prepare the monthly cash and bank reconciliation statements, to be reviewed and approved by the Executive Director
- Review Purchase Orders for accuracy and completeness on a weekly basis and report any discrepancies to the Executive Director
- Prepare project monthly expenditure reports, ensuring that they are accurate for approval by the ED
- Management of assets and materials, office supplies, logistics for events and meetings
- Management of the transport logistic
Qualifications and experience:
- Bachelor’s Degree (Master’s Degree preferred) in finance, administration, or a related area
- A minimum of five years of demonstrated relevant experience with donor-funded programs (NGO experience is highly desirable)
- Strong computer skills, including ease and skill in using Microsoft Excel spreadsheets, email, the Internet and Microsoft Windows applications are required
- Fluency in English, Kinyarwanda, and French required
- Strong work ethic and work history that would evidence a commitment to UCP’s mission. A genuine passion for social healing.
