Country Overview
The pact has been operating in Rwanda since 2010. Throughout the past decade, Pact Rwanda’s projects have been concentrated in the mining sector to increase traceability and transparency within supply chains. In 2019, Pact Rwanda has been awarded another project, which will expand our presence in the country. As our portfolio grows and diversifies, Pact Rwanda is now seeking a Finance and Grants Director, who will be responsible for overall financial management of the country portfolio of projects and administration of grants to local partners.
ACHIEVE is a five-year, USAID-funded global cooperative agreement with the dual objectives of attaining and sustaining HIV epidemic control among at-risk and hard to reach pregnant and breastfeeding (PBF) women, infants, children, and youth, as well as to mitigate the impact of HIV/ AIDS and prevent HIV transmission among these populations; and supporting the transition of prime funding and implementation to capable local partners in order to meet the PEPFAR goal of 70% of funding to local partners.
The aim of ACHIEVE Rwanda is to prevent new HIV infections and reduce vulnerability among orphans and vulnerable children (OVC), and adolescent girls and young women (AGYW) in selected high burden districts in Rwanda. The strategic objectives support GOR strategies and priorities for HIV mitigation and prevention, with an emphasis on minimizing negative impacts of HIV on OVC and AGYW; addressing social, behavioral, and structural drivers of HIV, and improving access to comprehensive SRH and violence response services to prevent new infections. The project supports OVC services in two districts and DREAMS activities in two districts. The project also provides capacity development to two local implementing partners to coordinate and support OVC and DREAMS service delivery programming and for USAID and PEPFAR project implementation.
Since 2010, Pact has partnered with the Rwandan government, private sector, and civil society to develop a responsible, modern, and prosperous artisanal and small-scale mining (ASM) sector in the country. Pact works in partnership to help ensure that minerals conform to the standards expected by the international markets, promoting development rather than conflict. Pact works in the Great Lakes region for the implementation of the traceability and due diligence project for minerals (Cassiterites, Wolframites and Coltan), commonly known as the ITSCI system. The program uses a range of activities, including a mineral package labeling system, creation of a comprehensive due diligence system, and a verifiable chain of control, which identifies all actors in the mineral supply chain from mine to export point.
Position Purpose
Reporting to the ACHIEVE Rwanda Project Director, the Finance and Grants Director is responsible for the overall financial management of the country portfolio of projects and administration of grants to local partners. The Finance and Grants Director will monitor the use of financial resources, expenditures, and preparation of financial reports. S/he will oversee all aspects related to the drafting and monitoring of grants with local implementing partners. S/he will ensure the implementation of financial policies are in line with USG regulations and Pact policies. S/he will also provide management to the current ITSCI finance team to ensure coordination between the two projects.
Key Responsibilities
- Lead the development of policies, guidelines, and criteria for the management of project finances in accordance with Pact standards and USAID regulations
- Oversee budget management of project and ensure accurate and timely projection reports and liquidation of expenses
- Manage the project’s finance, procurement, grants management, and other administrative and operations staff.
- In collaboration with Pact DC-staff and Pact Rwanda staff, prepare and submit financial reports and cash requests
- Work closely with Pact DC to ensure compliance and effective and proactive fiscal management of ACHIEVE and ITSCI projects in Rwanda
- Ensure timely training of Pact staff and subpartners to understand and comply fully with donor requirements
- Contribute to capacity development initiatives for local partners related to compliance with USAID rules and regulations and PEPFAR requirements, financial management, grants management, procurement, and other areas of project administration.
- Lead compliance reviews and spot checks of local subgrantees and capacity development partners to review compliance with USAID rules and regulations and grant requirements.
- Lead the pre-award assessment process for local subgrantees, in collaboration with the project’s capacity development staff.
- Support ACHIEVE Rwanda work plan and budget development
- Support project reporting, including semi-annual and annual reports
- Complete procurements for the ACHIEVE Rwanda project, in line with USAID rules and regulations and procurement best practices
- Supervise the preparation of local sub-grant documents, the review of monthly sub-grant expenses, and management of cash flow to sub-grants, providing direct support as needed.
- Provide regular timely and clear operations and administration-related communications and updates to Pact DC staff and key stakeholders;
- Ensure administration, procurement and property management policies and procedures are in line with best practices and compliant with Pact global policies.
- Oversees management of all office premises, travel, and transportation.
- Oversee and ensure the proper functioning and maintenance of all office equipment, and outreach to IT contractor.
- Ensure HR & personnel policies and procedures are in line with best practices and compliant with Pact global policies and local labor law.
- Ensure that the highest standards of ethics and confidentiality are maintained.
- Coordinate review of financial and audit reports
- Supervise other operations staff as needed
- Ensure coordination between ITSCI and ACHIEVE projects so Pact Rwanda meets all Pact global requirements regarding month-en close and financial management.
- Perform other duties as assigned
Basic Requirements
- MBA or masters in relevant field and a minimum of 8 years of professional experience or a BA/BS with 10 years of professional experience.
- At least 5 years prior experience in managing PEPFAR and USAID-funded HIV/AIDS programs
- Experience assessing the responsibility and grant-worthiness of organizations through financial statements, audits, and other documentation, including use of the NUPAS tool
- Experience drafting and managing grants for USAID funded program
- Strong writing and oral presentation skills, including fluency in English
- Advanced understanding of 2 CFR 200, USAID rules and regulations, and cost principles.
- Experience completing procurements under a USAID funded cooperative agreement.
- Strong interpersonal communication skills
Preferred Qualifications
- Demonstrated success implementing programming at the community level
- Experience with training, coaching, and mentoring on financial management, procurement, grants management, compliance with USAID rules and regulations.
