Job Description
- Coordinate all activities in unit
- Identify user needs and system functionality and ensuring that ICT facilities meet these needs;
- Planning, budgeting, developing and implementing the ICT action plan,
- To design and implement the NembaDH strategy for development of information systems and technology
- Maintaining and developing a modern, cost-effective, stable, and secure ICT infrastructure available 24 hours.
- Scheduling upgrades and security backups of hardware and software systems;
- Setting up and monitoring contracts with external suppliers for the provision of technical support as required;
- Developing, in liaison with HR, a formalized training programme for all users with the aim of raising skills, standards, and awareness in the use of ICT applications
- Ensuring that software licensing laws are adhered to;
- Providing secure access to the network for remote users;
- To ensure capacity building by planning and finding training for end-users and ICT staff
- To ensure relations with external ICT companies
- To establish the ICT monthly, semester, and annual reports and submit it to the head of departments
- To ensure that NembaDH web site and other web-based communication platforms are well managed
- To ensure effective support in all departments in ICT issues
- To ensure the integrity, security, and confidentiality of data kept in the department
- Ensure continuous improvement of the institution’s performance standards to achieve planned goals and objectives
- Submit monthly, quarterly, and annually report to the supervisor
- Perform other related duties as required

Job Profile
A0 in Computer Science, Software Engineering, Computer Engineering, Information and Communication Technology, Information Management System, Electronics and Telecommunication Engineering or A1 in Computer Science, Software Engineering, Computer Engineering, Information and Communication Technology
Key Technical Skills & Knowledge required:
- Knowledge of Rwanda’s ICT Policies and Strategies;
- Proficiency in web application security and database security;
- Knowledge of all database vendor versions;
- Proficiency in designing, writing, editing, and debugging programs and databases;
- Interpersonal Skills;
- Communication skills
- Negotiation Skills;
- Problem- solving skills;
- Analytical skills a
- Fluency in Kinyarwanda, English and/ or French; knowledge of all is an advantage.
