Investment Analyst Project Advisor for Macroeconomic and Investment Policies
The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a federally owned international cooperation enterprise for sustainable development with worldwide operations. GIZ has worked in Rwanda for over 30 years. The primary objectives between the Government of Rwanda and the Federal Republic of Germany are poverty reduction and promotion of sustainable development. To achieve these objectives, GIZ Rwanda is active in the sectors of Decentralization and Good Governance, Economic Development and Employment Promotion, Energy, and ICT (Information and Communications Technology).
The goal of Rwanda is to accelerate the country’s progress to upper-middle-income status by 2035 and to high-income status by 2050 thereby eradicating poverty and improving the quality of life for all Rwandans. To achieve the aforementioned goals as well as to plan and implement the right interventions and projects that will deliver on NST1 objectives, there is a need for increased capacities within the department in charge of National Development Planning and Research.
In light of the needs, GIZ is recruiting a competent and experienced investment analyst, with financial expertise and preferably some background in agriculture, energy and/or water, to support the Department of National Development Planning and Research (NDPR) via the program “Macroeconomic and Investment Policies” (MIP).

The project advisor performs the following responsibilities:
A. Responsibilities
The Project advisor is, under the supervision of the Project Manager, responsible for
- Work with the National Investment & Project Quality Assurance Unit and the National Programs and Projects Monitoring Division on the implementation of daily operational aspects,
- Identify key priority areas for capacity building related to infrastructure investments;
- Support financial and economic assessment of public investments;
- Identify issues and bottlenecks on strategic infrastructure projects through coordinating with NDPR staff and analyzing information from budget and other departments;
- Show inter-linkages between economic policies/strategies and different programs of the Government of Rwanda relating to infrastructure;
- Support the heads of units/divisions of NDPR in the coordination of activities relating to the area of expertise.
- The implementation of the operational plan of the MIP program regarding the area of investment planning and monitoring.
The project advisor performs the following tasks:
B. Task
- Management and operational tasks
- Work and coordinate with the heads of units/divisions of NDPR and will advise on approaches and methods in the area of investment appraisal
- Support the development of a capacity building plan to ensure that adequate capacity of NDPR staff and respective procedures are built;
- Support NDPR in the coordination of investment planning, also looking at monitoring of projects;
- Support financial and economic appraisal as well as prioritization of public investments in the context of limited resources;
- Provide recommendations on priority projects to be funded in the medium-term expenditure framework and proposes modes of financing to be pursued for projects to be funded;
- Supports the development and utilization of a pipeline-tool for public investments;
- Train staff on-the-job on investment appraisal, especially financial analysis;
- Assists to draft terms of reference for short-term experts and consulting firms, e.g. for training, and helps to identify suitable experts;
- Performs other duties and tasks at the request of management.
- Coordination and networking
- Work closely with all staff of NDPR, support will be based on a quarterly work plan agreed with NDPR;
- Report and receive joint feedback on the basis of the quarterly work plan;
- Regularly participate in GIZ meetings and job-related training;
- Maintain a good flow of communication and information between NDPR and GIZ.
C. Required qualifications, competences and experience
Qualifications and professional experience
- Bachelor’s Degree in Finance, Business Management and/or related field with at least five (5) years of relevant work experience in an investment appraisal function, preferably in the agriculture, energy or water sector; or Master’s Degree in Finance, Business Administration and/or related field with at least three (3) years of relevant work experience in an investment appraisal function, preferably in the agriculture, energy or water sector;
- Experience in the field of skills development and research as well as knowledge of economics, development planning concepts, and project management are an added advantage.
Other knowledge, additional competences
- Good working knowledge of ICT technologies (related software MS Office, phone, email, internet).
- Advanced knowledge in using Microsoft Excel and PowerPoint;
- In-depth knowledge of investment appraisal methods (static and dynamic) and financial analysis, incl. financial modeling;
- Strong implementation and follow up skills;
- Strong creative thinking, strategic planning, and decision-making capabilities;
- Ability to communicate effectively in national languages (English and Kinyarwanda) with a wide range of stakeholders including high-level policymakers;
- Strong managerial and organizational competence;
- Motivation and willingness to up-skill as required by the tasks to be performed – corresponding measures are agreed with management;
- Additional professional qualification, like CFA, ACCA, CPA, is an added advantage.
