Job Opportunity Announcement/ Malaria Technical Advisor

Jhpiego Rwanda is hiring a Malaria Technical Advisor for its USAID-funded President’s Malaria Initiative (PMI) Impact Malaria Project in Rwanda. The Malaria Technical Advisor will report to PMI Impact Malaria Chief of Party and will be based in Kigali.

The primary responsibility of Malaria Technical Advisor will be to provide technical oversight and Program Management for implementing the scope of work outlined in the work plan of Impact Malaria.  S/he will serve as the project capacity-building Manager and work in close collaboration with the Program Management team, including Senior Technical staff to contribute to continuity across program implementation areas and service delivery with an emphasis on Malaria diagnosis, Case Management, Management of Malaria in Pregnancy (MIP), training, mentorship, supportive supervision, and Quality Improvement Systems. 

Duration of contract: Open-ended contract based on the availability of Donors funding 

Responsibilities will be but not limited to:

  • Provide technical oversight, strategic direction and ensure appropriate support for the implementation of Malaria program activities at national, facility and community level
  • Provide assistance, mentoring, and capacity building at individual and organizational levels in specific areas of expertise including but not limited to MIP and MCS and surveillance.
  • Contribute to the preparation and implementation of project’s work plans, budgets and technical quarterly and annual reports
  • Follow international guidance and evidence on best practices in MIP and support the MOPDD to integrate and implement those aspects into MIP interventions in Rwanda.
  • Work closely with Malaria M&E Officer to track program implementation and surveillance efforts
  • Document selected program activities to assess implications for the future
  • Develop new/Review evidence-based clinical training materials, job aids and curricula, supervisory systems and other training materials needed for implementation of PMI Impact Malaria to meet the needs of PMI and the Government of Rwanda.
  • Provide “Train the Trainer” sessions, site strengthening in-service and/or pre-service education, follow-up and supportive supervision to project-supported health facilities as required by program activities.
  • Coordinate assessments, site strengthening, follow-up and supervision, advocacy, demand creation, policy support, capacity-building and M&E across program sites as required by program activities
  • Actively participate in all Technical Advisory Group Meetings and represent Jhpiego in professional forums, presenting in pertinent meetings and conferences as well as technical working groups
  • Work with health care providers, local authorities, community members and program team members to identify service delivery issues that impede access to care
  • Identify appropriate facility- and community-based strategies to address Malaria prevention and treatment service delivery gaps
  • Identify clinical training needs and assist in the design and implementation of measures to address those needs
  • Formulate and test sustainable solutions to service delivery gaps, utilize cross-cutting approaches such as performance and Quality Improvement and in-service training/Pre-service education
  • Advocate with national, district and community-level health institutions to raise awareness about their role in improving Malaria related health outcomes
  • Guide the MOPDD, professional associations and other national stakeholders in the revision/development of evidenced-based standards for competency in Malaria
  • Collaborate with all local stakeholders and implementing partners, especially the Ministry of Health and other US and International implementing partners in order to ensure that all activities conform to the requirements and regulations.
  • Report regularly to the Chief of Party and program technical staff on successes, challenges and lessons learned in implementation related to area of technical expertise
  • Document and maintain an inventory of successful tools and approaches for Malaria
  • Contribute to the development of business proposals, technical reports and publications as they relate to Malaria
  • Maintain excellent relationships with PMI and In-Country stakeholders and develop rapid responses to PMI/DC requests
  • Work closely with the PMI Impact Malaria Chief of Party and Jhpiego Country Representative on setting program priorities, directions and responding to requests for support from local counterparts
  • Ensure timely implementation of all program inputs related to Malaria, including Planning and implementing assessments, site strengthening, follow-up and supervision, advocacy, demand creation, policy support, capacity-building, and M&E across program sites in close coordination and collaboration with PMI and MOH.
  • Contribute to the preparation of donor reports and project reports
  • Oversee data collection, analysis and development of conclusions and recommendations to further strengthen program implementation
  • Ensure availability of resources and facilitate the procurement of equipment and supplies required for project implementation-
  • Perform any other duties requested by the Supervisor

Required Skill& Abilities:

  • Ability to coach, mentor and develop technical capacity in national programs and technical staff
  • Excellent management, supervision/mentoring, organizational skills, communication, and interpersonal skills to work in a multi-disciplinary team setup; ability to establish and maintain effective working relationships
  • Self-management is necessary (i.e. motivation, dealing with pressure, adaptability), detail-oriented, professionalism, and consistent image
  • Ability to work in a complex environment with multiple tasks, short deadlines and intense pressure to perform
  • Ability to work proactively, organize and manage own work and assist others to do the same

Education & Qualifications+ Experience

  • A Medical Degree (doctorate or nursing) or Master’s in Public Health
  • At least 10 years’ experience in Malaria programs
  • At least 5 years’ experience in managing large donor-funded projects in the design and implementation of health projects
  • Qualification as a “Master Trainer”; experience training health workers on clinical aspects related to Malaria
  • Experience capacity building at individual and organizational levels;
  • Skilled in Malaria Surveillance, M&E and at least two or more of the following technical areas: strengthening service delivery programs, training, pre-service education, performance, and Quality Improvement
  • Experience with a mix of practical technical skills in Malaria necessary for strengthening Malaria service delivery at the regional, national, clinical and community-level
  • Experience working with Senior MOH Officials and dignitaries, executives of NGOs, FBOs, CBOs, No-Profit business community and senior members of the donor community;
  • Demonstrated a depth understanding of the Rwandan healthcare system, particularly the Public health system
  • Experience in living and working in Rwanda preferred
  • Language requirement: (Fluent) speaking/reading English, French and Kinyarwanda preferred
  • Strong skills in Office 365
  • Familiarity with USAID or other USG regulations and compliance and reporting procedures and systems;
  • Ability to travel 50% of working time
