The Power Africa – East Africa Energy Program is a four-year project aim to increase on-grid electricity access, accelerate private sector investment, and improve the enabling environment of the power sector in East Africa. RTI International leads the implementation of the program, which is funded by Power Africa, a U.S. Government-led partnership coordinated by the U.S. Agency for International Development (USAID).

RTI International seeks to recruit a Monitoring & Evaluation (M&E) Assistant to be based in Kigali, Rwanda, under the Power Africa East Africa Energy Program.

Specific Responsibilities

The M&E Assistant will work closely with the MEL Manager and will be responsible for supporting M&E initiatives for the program in Rwanda. S/he will support the MEL team, local representatives and more particularly the MEL Manager in the implementation of the Women in Rwandan Energy (WIRE) Monitoring, Evaluation, and Learning plan. The suitable candidate will provide in-country data entry template tools, data collection, data assurance and reporting of WIRE data. S/he will support development of information and communication technology tools for surveys. Support rapid report development by working closely with the WIRE Coordinator, WIRE Specialist, MEL Manager, and Communications Team. The M&E Assistant will ensure that there is the regular submission of data for client portfolio review and generate periodic reports on project progress. Supports MEL Manager to ensure that all data and metadata documentation is properly maintained as well as proper safeguarding and handling of data containing PII. S/he will provide direct assistance to build capabilities in M&E and act as a trainer of other technical assistance providers as needed

Qualifications

Minimum of Bachelor’s degree in Statistics, Demography, population studies or a related field in Social Sciences with at least (3) three years of experience in monitoring & evaluation. Experience in M&E capacity building for individuals and organizations required. Previous M&E experience on a donor-funded program desired. Proficiency in designing and conducting small-scale operations research studies; report writing, and good working knowledge of descriptive statistics required. Previous strong quantitative and analytical skills and ability to communicate technical information clearly and effectively to both technical and non-technical colleagues. Strong skills in MS Excel, Word, PowerPoint, and at least one data management software program (Stata or SPSS). Excellent written and spoken English required, proficiency in French will be an added advantage. Excellent leadership, management, coordination, interpersonal and teamwork skills. Must be able to work collaboratively as part of a team; willingness and ability to be flexible depending on changing priorities and deadlines.
