INTRODUCTION
Rwanda Women’s Network is a Non-Governmental Organization that came into existence in 1997 dedicated to promoting and strengthening strategies that empower women.
RWN’s mission is to work towards the improvement of the socio-economic welfare of women in Rwanda through enhancing their efforts to meet their basic needs and this is done through five core programs i.e. health Care and Support, education and knowledge sharing; socio-economic empowerment; GBV Prevention and Response and governance and leadership.
RWN offers 20 years of community-based experience in women and girl’s empowerment programming including health, gender-based violence (GBV), and economic strengthening. RWN has strong experience recruiting and managing community volunteers who support its programming outcomes at the community and village level.

Rwanda Women’s Network seeks to recruit a qualified and motivated Policy Analysis and Advocacy Officer
In a bid to promote women’s participation and leadership in Rwanda while linking grassroots to National programmatic work, Rwanda Women’s Network is seeking to recruit a Policy Analyst and Advocacy Officer. The policy analyst and advocacy Officer will undertake the following main duties:
- Research, analysis, and drafting
- Lead the development and implementation of RWN’s partnership policy and advocacy strategy with the support of the Director and Program Manager.
- Identify and analyze policy issues, and conduct consultations in order to formulate sound recommendations on various policy frameworks in line with RWN programs
- Design research proposals and undertake research which allows gathering the necessary empirical evidence which can back the advocacy for policy recommendations;
- Conduct regular country scan on socio-political, and economic trends in order to advise the organization on forecasting appropriate policy and advocacy work focus,
- Draft reports of findings and recommendations, ensuring both timeliness and analytical and editorial quality;
- Conduct periodic internal researches and produce reports on RWN’s sectors to inform the programs of respective policies,
- Conduct regular reviews of how various policies affect the public, individuals, and government always in line with RWN’s interventions,
- Review the existing public policy process based on international best practice and develop a work plan
- Active involvement in the development of communication, policy and advocacy materials
- Active role in fundraising actions.
- Liaison and representation
- Liaise with stakeholders from relevant ministries and government agencies, Civil Society, Development partners and Private Sectors,
- Participate in the programs management meetings,
- Represent RWN in various policy and advocacy meetings and present RWN policy reviews and the position on some policy issues,
- Disseminate policy and advocacy papers, among stakeholders including governments, CSOs, development partners,
KNOWLEDGE, SKILLS, AND ABILITIES:
- At least a Bachelor’s degree in one of the following; Development studies, law, political science, Public Policy, or related areas. (a Master’s degree is an added advantage)
- A minimum of 4 years of relevant work experience.
- Experience in planning, managing, and implementing advocacy plans/ projects.
- Experience of managing or being part of an integrated campaign that links research and lobbying with public campaigning,
- Experience in facilitating and leadership capacity for community organizing, networking and partnership building.
- Strong experience and knowledge of the Civil Society in Rwanda,
- Excellent communication and influencing skills verbally and in writing,
- Ability to be a team player, confident, adaptable, and resourceful.
