Job Title:       Program Assistant – Monitoring Evaluation and Learning

Supervision:            None

Employment Category:         3 Year Contract

Purpose of the Job

To Lead tracking/monitoring of project progress against targets and foster project learning agenda.

Responsibilities:

a)       Project planning:

i)         Support development of project quarterly and annual work plans and budgets

ii)       Develop and operationalize Monitoring Evaluation and Learning (MEL) plan and tools.

b)      Project Implementation.:

i)         Support the establish projects’ baselines

ii)       Deploy and operationalized developed MEL tools (including ICT solutions)

iii)      Undertake routine project monitoring in the field

iv)      continuously update Kilimo Trust online MEL system

v)       Maintain an updated database of project beneficiaries

vi)      Lead the team in an undertaking of relevant surveys/studies, such as annual indicator surveys, mid-term and end-line project evaluations

vii)    Lead in the social-economic analysis of project promoted solutions

viii)   On a routine basis, gather/collect relevant evidence from the field to support project reported achievements

ix)      Organize learning events for a project supported beneficiaries to share lessons

x)       Support project partners to establish sound MEL management systems

xi)      Undertake any other duty as assigned by your supervisor.

Educational Qualifications and Experience Required

a)       Four years of relevant experience; in Monitoring, Evaluation, and Learning for programs working in the development of agricultural value chains, markets, and trade.

b)       Demonstrated skills, experience, and track record in:

i)         Design and hands-on use of ICT for MEL

ii)       Analytics, statistics, and research.

iii)      Use of MEL systems, frameworks, and the ability to develop tools and processes.

iv)      Timely setting-up of baseline databases.

v)       Writing and production of concise but high-quality briefs and reports in English, French, and Kinyarwanda.

vi)      Ability to speak and make presentations in English, French, and Kinyarwanda.

c)       Ability to use rigorous methods for quantitative, qualitative, and participatory analysis.

d)       Knowledge of relevant computer software.
