ORGANIZATIONAL CONTEXT
WFP Rwanda is seeking to recruit a suitable individual to fill the position of Programme Policy, Service Contract Holder, level 9, open in Kigali. The job holder will be offered a one-year contract renewable, following satisfactory performance and availability of funds and will operate with a high degree of independence, manage more junior staff to ensure that programme and policy objectives are achieved in full. The job holder will be involved in a wide variety of programme and policy activities and analytical work, some of which may be of considerable complexity and will be expected to contribute to performance improvements.
KEY ACCOUNTABILITIES (not all-inclusive)
Under the supervision of the output manager of resilience and the output manager of social protection activities, the incumbent will support the operational coordination and implementation of resilience and social protection activities to contribute to their effectiveness, quality and timeliness, with the following responsibilities:
- Contribute towards the design and implementation of high-quality programme activities, including leading the development of detailed work and activity plans and budgets, ensuring alignment with WFP corporate standards and operational feasibility, while identifying opportunities for enhancing operational efficiency and programme quality.
- Coordinate the establishment of standard operating procedures for key programme areas with support from thematic experts, including for cash transfers, environmental and social screening, asset design, and quality assurance, among others.
- Support the planning and coordination of assessments with support from thematic experts, including community-based planning, market assessments, capacity assessments, among others.
- Support the targeting and registration of programme beneficiaries in WFP’s systems.
- Support the identification and management of operational partnerships with NGOs and ensure quality and timeliness of partner reporting and partnership evaluations.
- Ensure effective day-to-day internal operational coordination and collaboration with Kigali-based units and field offices in the implementation of activities.
- Coordinate programme budget and output tracking to ensure adherence to agreed work plans and budgets and to inform programme adjustments.
- Coordinate data processing to incorporate monitoring and beneficiary management systems (COMET and SCOPE), ensuring that data quality is maintained.
- Support the capacity building of WFP staff, cooperating partners, and national government within the technical area.
- Analyze operational efficiency and issues to support senior colleagues in the development of policies, programmes, and activities.
- Contribute to the preparation of accurate and timely reports on programmes and activities.
- Guide and supervise more junior staff, acting as a point of referral and supporting them with technical advice.

- Standard Operating Procedures in place in a timely manner.
- Operational information shared in a timely and effective manner and cooperation across teams ensured.

STANDARD MINIMUM QUALIFICATIONS
Education: Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences, or other fields relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.
Language: Fluency (level C) in English and Kinyarwanda languages.
Experience: At least five years of relevant professional experience in development or humanitarian projects or programmes.
Work experience in the resilience or social protection thematic fields or with cash-based transfers is an added advantage.
OTHER SPECIFIC SKILLS AND KNOWLEDGE
- Has strong experience in programmatic or operational coordination and/or leadership experience in programme implementation.
- Has proven ability to develop and execute demanding programme and activity plans and budgets on time and in collaboration with multiple stakeholders.
- Has experience in building strong and successful working relationships with partners (civil society, government authorities and communities).
- Has proven ability to provide input into policy and strategy discussions and decisions for programme quality improvement.
- Has strong interpersonal skills and ability to deal patiently and tactfully with people of different national and cultural backgrounds and to manage external partnerships.
- Technical Skills including operations, budget planning, performance review, project planning, task management and documentation. Knowledge of the Rwandan Education System and WFP School Feeding programmes. Courtesy, tact, and ability to work with people of different national and cultural backgrounds. Ability to communicate clearly and concisely both orally and in writing. Proficiency in Excel, Powerpoint and Publisher. Ability to adhere to timelines. Ability to deliver consistently high-quality results with speed despite stress and pressure. Spirit of initiative and capacity to work independently as well as being part of a team of people from different national and/or cultural background.
