Tourism Expert for Promotion of Economy and Employment Program in Rwanda

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a federally owned international cooperation enterprise for sustainable development with worldwide operations. GIZ has worked in Rwanda for over 30 years. The primary objectives between the Government of Rwanda and the Federal Republic of Germany are poverty reduction and promotion of sustainable development. To achieve these objectives, GIZ Rwanda is active in the sectors of Decentralization and Good Governance, Economic Development and Employment Promotion, Energy and ICT (Information and Communications Technology).

Our Program of “Promotion of Economy and Employment” (Eco-Emploi) focuses its interventions on selected value chains, among them tourism along the Kivu Belt. The expert for tourism of Eco-Emploi will be the focal person within the program for all tourism interventions related to business management, employment quality, and marketing. He/ She will communicate on behalf of the program with the various stakeholders in the tourism value chain as well as coordinate and steer the design and implementation of program activities in this specific value chain.

Location: Kigali (with frequent travels to the Kivu Belt region)

Fixed Term: December 2022

A.     RESPONSIBILITIES

The Tourism Expert is responsible for:

  • Develop and manage business development approaches 
  • Promotion of employment quality
  • Marketing and international business linkages

B.       TASKS

The Tourism Expert carries the following tasks:

1.      Developing and managing business development approaches

  • Identify needs for business development approaches (e.g. financing plans, customer relationship)
  • Ensure coordination with service providers and business associations
  • Develop capacity development approaches
  • Support the establishment of Business Continuity Plans as a response to the Corona Crisis
  • Manage implementation of related interventions

2.      Promotion of employment quality

  • Raise awareness about the positive economic impacts of decent and inclusive employment quality
  • Develop and promote tools to improve HR Management
  • Manage implementation of related interventions to improve employment quality among the staff of tourism stakeholders along the Kivu Belt 

3.      Marketing and international/regional business linkages

  • Development of Marketing Campaigns for selected tourism products
  • Identification of relevant international/regional business linkages for increasing the number of tourists along the Kivu Belt

4.      Other duties/additional tasks

  • Perform other duties and tasks as per the request of management
  • Willingness to up-skill as required by tasks to be performed -corresponding measures are agreed with management

C.      QUALIFICATION

Qualifications and professional experience

  • Master’s degree in Economics, Business Development, Tourism Management
  • At least 3 years’ professional experience in a similar position, e. g. as a business advisor, investor’s relation, international marketing, tourism management
  • Proven track record in development cooperation with the private sector as well as in capacity building for SMEs and marketing
  • Proven track record in understanding the needs of the private sector regarding business development, HR management, and international business linkages, ideally through hands-on experience in the tourism sector
  • Several years of working experience in the private sector is an explicit advantage
  • Excellent project management skills
  • Skills in business planning, financial management, capacity development and related will be a strong asset
  • Working experience in an international context will be beneficial

Other knowledge, additional competences

  • Finely tuned organizational skills and ability to work on one’s own initiative, in project management but also at the conceptional level
  • Able to work under little supervision but at the same time being a real team player
  • Persistent and focused on the tasks, but at the same time creative and open-minded
  • excellent communication skills; experienced in communication on different levels and with different target groups (public and private sector)
  • Very good working knowledge of ICT solutions for the tourism sector and general computer applications (e.g. MS Office)
  • Excellent knowledge of English, orally and written; fluency in German will be a definite asset
  • Willingness to upskill as required by the tasks to be performed
